Let's get started:
Add in a bowl 2 cups of dry rice flour,( 1/2 tsp salt, 1/2 cup  little warm liquid whole milk , 1/2 cup little warm water mix together). Use little amount of milk at a time, total used 150-175 milk water mix, 1st add little milk then mix well rice flour, 2nd time add little milk then mix well, 3rd time add little more milk then mix together. After that  stop add milk and more minutes mix well until right consistency. Then let it get sit for 20 minutes with cover. Now added 1/3 part water in a  steam pot, high flame until boil water. After 20 minutes again mix well  the rice flour  a minutes. Then shift flour using a strainer. After shift rice flour ready for vhapa pitha don't mix again the flour. For steaming vhapa pitha used thin wet cloth or cheese cloth. You can use strainer for vhapa pitha, but I used special vhapa pitha steam pot. When steam pot water is boil that time needs to medium flame. Then used little bowl for layer vhapa pitha. Let it get ready bowl, first need to flour layer 2nd need to jaggery layer, 3rd shredded coconuts, at last need to flour layer again then gently press it down look like top of the page vedio. Wrap the bowl with cheese cloth same time the steam pot is ready when you see the vhape coming out like the page video. Put the bowl on the steam pot and tape down then removed small bowl finally wrap the pitha with cloth, Let it steaming 5-7 minutes. Continuously add the same process need to layer another empty bowl. After 5-7 minutes pitha boil done  boil pitha color will change .  And continuously follow the process or keep making more vhapa pitha. Pitha steam time 3-5-7 minutes its depend on flame. Don't wait , best taste when vhapa pitha warm.
